Strategies and Institutional Department

The department's director is JUDr. Lenka Pítrová, CSc. The Strategies and Institutional Department's activities include the preparation of expert positions, legal analyses, conceptual and analytical materials, instructions, mandates and framework positions used by the same ministries and other central bodies of state administration for talks within the institutions and bodies of the EU.

As part of its long-term strategically-oriented activities, it focuses on:

In the framework of relevant horizontal EU topics, the Strategies and Institutional Department is involved in:

  • the implementation of the Lisbon Treaty;
  • EU institutional reform and relations between the Council, the European Parliament and the Commission;
  • changes in primary law;
  • European Citizens´Initiative;
  • public access to EU documents (the working group for information of the Council of the EU's "transparency" agenda)
  • issues of protection against discrimination and equal opportunity policies for women and men;
  • working group agendas for general European Council affairs, such as the coordination of Council answers to MEPs' questions.

The Strategies and Institutional Department takes part in the preparation of mandates, especially for meetings of the General Affairs Council and the European Council and base materials for meetings of the prime minister with the designated head manager of the European Affairs Section on topics relating to the EU. In the past, the deparment has played an important role in the preparation of the ratification of the Lisbon Treaty, which included both representing the government before the Constitutional Court of the Czech Republic in its inspection of the constitutionality of the treaty.
