On 24 January 2020, Prime Minister Andrej Babiš appointed Deputy Prime Minister and Minister of Industry and Trade Karel Havlíček to the function of Transport Minister. Outgoing Transport Minister Vladimír Kremlík passed the office over to his successor.

PM Andrej Babiš emphasised the importance of the Ministry of Transport and the tasks that fall under it. "Transport is a key ministry. In the coming programming period, the Czech Republic will receive 100 billion less, so we have 500 billion. Naturally, the transport infrastructure is a priority. We are available to help and to obtain the maximum money from the European Union for transport infrastructure. The main corporations and institutions of the Transport Ministry are the State Fund for Transport Infrastructure, Czech Railways, the Road and Motorway Directorate, SŽDC, Air Navigation Services, and the Waterways Directorate. All of these have their managements, boards and supervisory boards. It is necessary for these institutions to have sufficient funding for investment in, for example, building motorways, bypasses, renovating train stations, railway tracks, etc.," PM Babiš added.

President of the Czech Republic Miloš Zeman removed Vladimír Kremlík from office at the PM's proposal of 23 January 2020 and entrusted Deputy Prime Minister and Minister of Industry and Trade Karel Havlíček with running the Ministry of Transport, effective 24 January 2020.
