Director of the Section of the Cabinet of the Prime Minister Běla Hejná

PhDr. Běla Hejná was appointed to the position of Director of the Section of the Cabinet of the Prime Minister on 1 February 2014.

Curriculum vitae

PhDr. Běla Hejná was born in Kutná Hora and is married. She studied psychology at the Faculty of Philosophy at Charles University in Prague. She originally specialised in the specific problems of consultancy practice in pedagogical-psychological, social, social-health, social-legal fields and in the job market. She augmented her professional competences with a course of postgraduate study at the same faculty. She is an accredited mediator.

After starting work in management positions in central state administration, she focused in particular on departmental conceptual activity, but also the closely related need for improvement of the performance of public administration within the meaning of its modernisation, introduction of systemic changes, management methods and also a new concept for use of internal and external communication tools. In relation to this, she took part in many foreign and domestic professional training courses. She graduated from a postgraduate course at the Faculty of Law at Charles University. In 1998 to 2004, she participated in management and introduction of reforms to regional public administration and also in preparation of regulatory reforms in various positions.

Since the start of 2005, she has cooperated intensively in performance of government-approved comprehensive audits in the central administrative authorities. First of all as the head of the pilot project OFPIA – Organisational, Functional, Procedural and Information Audit at the Ministry of Finance of the Czech Republic, where she also cooperated in parallel with the Government Council for Quality in terms of pilot composition of Self-assessment reports of the Ministry of Finance – CAF model (Common Assessment Framework).She then worked as a quality manager at the Ministry of Foreign Affairs of the Czech Republic in terms of performance of SOFPIA – Strategic, Organisational, Procedural, Financial and Information Audit. She has also worked as a project manager for the Procedural, Organisational, Functional and Information Audit – POFIA at the Ministry of Defence of the Czech Republic. As a consultant, she has cooperated on partial audits of other central administrative authorities (Ministry of Education, Youth and Sports, Ministry of Labour and Social Affairs, Ministry of Health, Ministry of Industry and Trade of the Czech Republic).

Until the middle of 2010, she headed reorganisation projects at the Ministry of Defence of the Czech Republic. She has continuously also devoted her time to systemic and individual consultancy practice, in particular cooperation with Prague City Council and has provided long-term supervision and consultancy services in the field of public administration on the level of the Association of Regions of the Czech Republic.
