What is Advisory and Working Organ

The Council is a standing advisory organ of the Government, responsible for general issues with significant society-wide impacts and actively participating in the solution of tasks faced by the Government in its day-to-day as well as strategic decision-making. As a rule, the post of the Chairperson of the Council shall be held by a Deputy Prime Minister; members of the Council consist of other ministers and/or deputy ministers and experts. The Chairperson and the Vice-chairperson of the Council are appointed by the Government, unless they hold that position by virtue of their office. Members of the Council are appointed by the Chairperson of the Council. The term of office of Council members is four years. Activities of the Council are provided for by the Secretariat (may constitute a part of the Office of the Government of the Czech Republic or of any of the ministries). Involvement of representatives of the general public in the Council is not contemplated (unless they are appointed by virtue of their expertise).

The Commission is a temporary working organ of the Government, responsible for dealing with narrow (specialised) issues where, as a rule, a goal may be defined which should be accomplished. Upon accomplishment of such goal, the Commission’s work will be completed. As a rule, the post of the Chairperson of the Commission shall be held by a Deputy Minister or Government Commissioner; members of the Commission consist of representatives of the state administration delegated by ministries (or other authorities), experts and representatives of the public. The Chairperson and the Vice-chairperson of the Commission are appointed by the minister under whose scope of responsibilities the Commission falls; members are appointed by the Chairperson of the Commission. The term of office of members of the Commission shall be identical with the duration of the Commission’s activities (as maximum, until expiration or termination of the Government’s term of office; thus, new members would have to be appointed after elections if the Commission’s efforts are still needed). The Commission’s activities are provided for by the secretary or secretariat (may constitute a part of the relevant ministry or of the Office of the Government of the Czech Republic).

The committee is a standing working organ of the Council or of the Commission, and the relevant body declares it in its statute.
