Simulation of a Government Meeting for Students of Secondary Schools

 

The goal of the project, which has been prepared by the Information Centre of the Government of the Czech Republic (ICV), is to describe and explain students of secondary schools the process of preparation of legislative materials in the government, including the comment procedure and final discussion at the meeting of the government at the Straka Academy.

In total 14 schools will participate in the project and each of the schools will be represented by one team. These teams will correspond to the individual ministries. “Ministries” will be assigned to the team by drawing lots.

The task of the teams will be to prepare a legislative material for the simulated meeting of the government including all formal requirements (cover, covering letter, explanatory report, material, comment settlement, press release) and to espouse the material in the presence of other “ministers” at the government meeting.

The team will be at the meeting of the government represented by one representative (“minister”) and two advisors. The government meeting will be a culmination of the half a year preparation of the legislative material and it will be held at the meeting room of the government at the Straka Academy.

There will be 14 items of the government meeting agenda; it means that 14 legislative materials of the individual schools (“ministries”) will be discussed.

Subject of the legislative materials will be chosen by students themselves. In case of need, assistance will be provided by the ICV staff.

A shared communication space has been created within which the comment procedure will take place. Professional assistance will be provided students from the side of ICV staff, Government Legislation Department and Government Activities Department.

The target group of the project comprises third-year students of secondary and grammar schools, in particular selected classes aimed at the humanities.

Participation of 14 schools (teams of 10-15 students, but their number is not limited) is expected. In total approx. 200 students of various schools will be involved in the project.

Student will experience the entire process of preparation of a government legislative material in its adequate simplified form. Through this project education programme students will gain knowledge on the legislation process in the framework of government activities and they will also be able to understand complexity of legislative material preparation.
