Tiskové prohlášení místopředsedy vlády dr. Pavla Rychetského o volném přístupu k archivním materiálům spojeným s holocaustem v ČR
Vláda České republiky v souvislosti s nedávným prohlášením poradce premiéra Státu Izrael pro záležitosti Diaspory konstatuje, že nikdy žádné státní orgány neodmítly požadavky Státu Izrael na zpřístupnění archivních dokumentů o holocaustu.
Vláda České republiky však v souladu se svým programovým prohlášením považuje dokončení možných restitucí židovského majetku, který byl německými okupačními orgány konfiskován, za svoji prioritu a nezpochybnitelný mravní závazek, a proto přijala na své schůzi dne 25. listopadu 1998 usnesení k Postupu při zmírňování některých majetkových křivd způsobených obětem holocaustu. Tento Postup byl vypracován ve spolupráci s Federací židovských obcí České republiky a bylo o něm velvyslanectví Státu Izrael v Praze informováno.
Mezi stěžejní součásti Postupu patří mimo jiné i shromáždění co největšího množství údajů a zdokumentování židovského majetku konfiskovaného německými okupačními orgány včetně nakládání s tímto majetkem po roce 1945.
Vláda České republiky rozhodla o vytvoření smíšené pracovní komise za předsednictví místopředsedy vlády a předsedy Legislativní rady vlády JUDr. Pavla Rychetského, do níž delegují do 15. prosince 1998 své zástupce Federace židovských obcí v České republice a vybraná ministerstva a ústřední orgány státní správy. Dále vláda uložila všem členům vlády a vedoucím ústředních a jiných orgánů státní správy, aby zpřístupnili na požádání členů smíšené pracovní komise veškeré archivní dokumenty týkající se majetkových křivd způsobených obětem holocaustu a nakládání s tímto majetkem po roce 1945 a 1948 a poskytli při tom potřebnou pomoc a součinnost. Totéž doporučila guvernérovi České národní banky.
Tím byly vládou České republiky vytvořeny všechny předpoklady pro bezproblémové zpřístupnění příslušných archivních dokumentů o událostech, k nimž docházelo v důsledku holocaustu, jakož i pro další postup ke zmírňování majetkových křivd způsobených obětem holocaustu.
The Government of the Czech Republic, in connection with the recent declaration of the advisor to the Prime Minister of the State of Israel for the Diaspora Affairs, represents that no state bodies have ever refused any requests raised by the State of Israel concerning the availability of archive documents about the Holocaust.
The Government of the Czech Republic, pursuant to its Programme Statement, considers the completion of potential restitution of Jewish property confiscated by the German occupation authorities, its priority and unquestionable moral commitment; therefore, it adopted at its session on 25 November 1998 a resolution on the Procedures for the Alleviation of Certain Property Wrongs Suffered by the Victims of the Holocaust. These Procedures have been drafted together with the Federation of Jewish Communities in the Czech Republic, and the Embassy of the State of Israel in Prague has been duly informed about it.
The pivotal part of the Procedures covers the collection of as much data as possible and of documentation of Jewish property confiscated by the German occupation authorities, including the way of the subsequent handling of such property after 1945.
The Government of the Czech Republic has decided to establish a joint working committee chaired by the Deputy Prime Minister and Chairman of the Legislative Council, Mr Pavel Rychetský (LLD), and the Federation of Jewish Communities in the Czech Republic as well as some selected ministries and other central state administration agencies have been invited to delegate its representatives to this committee by 15 December 1998. Furthermore, the Government has commissioned all members of the Government and heads of central and other state administration agencies, to make available any archive documents concerning any property wrongs suffered by the victims of the Holocaust, and the handling of such property after 1945 and 1948, as they may be requested by the members of the said joint committee, and to provide any required assistance and co-operation. The same recommendation was addressed to the Governor of the Czech National Bank.
In this manner, the Government of the Czech Republic has created all preconditions for problem-free availability of the relevant archive documents relating to the events caused in connection with the Holocaust, as well as for further procedures for the alleviation of property wrongs suffered by the victims of the Holocaust.
