Dear Minister Plavčan,

Dear Commissioner,

Dear colleagues, ladies and gentlemen,

First of all, I would like to thank the Slovak Presidency for the invitation to Bratislava to participate in this meeting and for the kind hospitality. Moreover I would like to thank the Slovak Presidency for setting the agenda of support to human resources in research and development and especially young researchers as one of its key priorities, as this topic needs to be in the forefront of the European interest when talking about attractive research environment and economic competitiveness and growth.

The Czech Republic is of the opinion, that the topics, instruments and measures covered by the Charter and the Code are still very much valid, but need consistent and thorough implementation both at the EU and national level. In this context I would like to highly appreciate the work undertaken by the Steering Group for Human Resources and Mobility as well as the work that ERAC has dedicated to the priority axis for the development of human resources in the ERA Roadmap and I welcome the updated procedure for the implementation of the Human Resources Strategy for Researchers.

In reply to the Presidency questions and with regards to the Czech system we see the main barriers in lack of transparency and openness in the recruitment policies and career paths caused mainly by the great degree of autonomy of universities and research institutes. The current system often does not allow alternative career paths and interruption of academic careers due to parenthood, or return after working in the private sector can be also problematic. Also the inconsistency in number of doctoral fellows and full-time research positions can be demotivating.

With this being said I come to your second question – how to improve the current conditions. In order to tackle the topic of human resources in research in a consistent way the Ministry of Education, Youth and Sports of the Czech Republic is preparing a comprehensive Action Plan for the development of human resources and gender balance in research and development to be presented in the second half of this year. Concrete steps are also envisaged in the national ERA Roadmap. We need to motivate universities and research organizations to make consistent use of the National EURAXESS jobs portal when publishing job openings to secure an open and transparent procedure. Institutions with active HR policy and striving for Human resources strategy for researchers award (HRS4R) should have preferential position when applying for grants from the Framework Programme or from national grants. In this respect the Czech Republic will include HR policy among research organizations’ management attributes to be assessed within the framework of implementation of the new research organizations’ evaluation methodology. Funding of these respective activities will be inter allia provided within the implementation framework of the Operational Programme Research, Development and Education.
