Bodies for managing and organising the security of our State underwent various stages of development during the whole of its history.

In connection with the current risks and threats in the area of the security of the Czech Republic the National Security Council is conceived as a standing working body of the government for the preparation of measures in this area as well as for dealing with crises situations that arise. In contrast to the past it is oriented towards the comprehensive safeguarding of the security of the State i.e. in dealing with all serious crises and not only those connected with securing the defence of the Czech Republic against attack from the outside.

The National Security Council has been established pursuant to Article 9 of the Constitutional Act No. 110/1998 Coll. on the Security of the Czech Republic. Further details regarding its composition and activities are set forth in the Resolution of the Government of the Czech Republic No. 391 of 10 June 1998 on the National Security Council and on Planning of Measures to Ensure Security of the Czech Republic, as amended by the Resolution of the Government of the Czech Republic No. 813 of 22 August 2001, Resolution of the Government of the Czech Republic No. 741 of 24 July 2002, Resolution of the Government of the Czech Republic No. 164 of 12 February 2003, Resolution of the Government of the Czech Republic No. 980 of 1 October 2003 and Resolution of the Government of the Czech Republic No. 828 of 1 September 2004..

As per Article 9 of Constitutional Act No. 110/1998 Sb. concerning the CR security:(1) The National Security Council consists of the Prime Minister and other members of the Government as decided by the Government.(2) Within the terms of reference laid down by the Government, the National Security Council is called on to draft for the Government measures designed to ensure the security of the CR.(3) The President of the Republic has the right to take part in National Security Council meetings, to demand reports from the Council and its members and to discuss with it or its members the relevant issues within their jurisdiction.

The first meeting of the National Security Council took place on 29th June 1998. Since then approximately 10 meetings per year have taken place. The National Security Council has become, in essence, the only body where the highest constitutional officials of the Czech Republic (the President of the Republic, the Chairman of the Senate of the Parliament of the CR, the Chairman of the Chamber of Deputies of the Parliament of the CR and the Prime Minister) meet to exchange views on the most pressing problems of the day in the area of security.
