Personal Details

Petr Mlsna was born on 13 November 1978.

Education

In 2002 he obtained his Magister (Mgr.) degree in law, before being awarded a doctoral degree (JUDr.) in constitutional law in 2004 and a higher doctorate (Ph.D.) in theoretical jurisprudence in 2006 (Public Law I – Constitutional Law, International Public Law and European Law) at the Faculty of Law of Charles University in Prague.

In 2003, he graduated in German-Austrian studies with the title of Mgr. from the Faculty of Social Sciences, Charles University in Prague, and then went on to earn a PhDr. in international area studies at the same institution.

Professional and Public Activity

Starting in 2003, he worked at the Office of the Government of the Czech Republic in various positions: from 2 October 2003 to 15 February 2006, he worked for the Analysis and Consultation Unit of the Department for Compatibility with EC Law; from 16 February 2006 to 6 September 2006, he was the director of the Cabinet of the Minister and Chairman of the Legislative Council of the Government; from 1 October 2006 to 7 November 2007, he was head of the Secretariat of the Legislative Council of the Government, and from 8 November 2007 to 1 August 2010 he was director of the Department of Government Legislation. From 2 August 2010 to 7 July 2011, he was the Deputy Minister of Justice and Deputy Chairman of the Legislative Council of the Government, and director of the Section of the Chairman of the Legislative Council of the Government. From 1 September 2010 to 12 December 2012, he was Deputy Chairman of the Legislative Council of the Government, and from 8 July 2011 to 12 December 2012 he was the Deputy Prime Minister and Deputy Executive Director of the Section of the Legislative Council of the Government.

Since 1 October 2005, Petr Mlsna has worked at the Department of Constitutional Law, Faculty of Law, Charles University in Prague (specialization: comparative constitutional judiciary, polycentric structures of law, constitutional justice judiciary, international and European law), and since 1 October 2004 he has worked for the Department of German-Austrian Studies, Faculty of Social Sciences, Charles University in Prague, (specialization: German and Austrian constitutional system, German economic history, integration of Germany into the European Union).

He has also been chairman of the Appellate Committee of the Office of the Government of the Czech Republic, a member of the Appellate Committee of the Ministry of Justice, a member of the Appellate Committee of the Ministry of Defence, a member of the Appellate Committee of the Ministry of the Interior, a member of the Appellate Committee of the Ministry of Transport and a member of the Legal Committee of the Czech Olympic Committee.

In addition, he is a member of the editorial board of the periodical Správní právo, a member of the editorial board of the Czech Yearbook of International Law, a member of the Union of Czech Lawyers Guild, a holder of the Leopold Heyrovsky medal (awarded by the Faculty of Law, Charles University, in 2010), and has lectured at universities abroad – in Vienna, Regensburg, Düsseldorf and Bratislava.

Petr Mlsna has no political affiliation and is not a member of any political party.

He has been Minister without Portfolio since 12 December 2012 and Chairman of the Legislative Council of the Government since 13 December 2012.
