Department for the Czech Presidency of the Council of the EU

The government resolution n°729/19 adopted on October 14th, 2019 has entrusted the Office of the Government of the Czech Republic with the role of central coordinator for preparation and implementation of the Presidency of the EU Council which will be held in the second half of 2022 (CZ PRES 2022).   

The PRE functions as the central coordinator at organizational & logistical and communication level and takes part in the preparation of the content part of the Czech Presidency. The PRE is responsible for the implementation of the communication strategy of CZ PRES 2022 and runs the Strategic communication group.   

As part of the preparations for CZ PRES 2022, the PRE coordinates the activities of other central state administration bodies. In terms of programme, the coordination takes place in the Committee for the EU, and in terms of organization and logistics, the coordination is entrusted to the Central Coordination Group, whose members are representatives of central state administration bodies and other institutions involved in the preparations and conduct of the CZ PRES 2022. In relation to the Presidency, the PRE also participates in the preparation of documents, expert opinions, and other materials for the Prime Minister of the Czech Republic and the State Secretary for European Affairs.  

Czech Presidency of the Council of the EU Logistics and Organization Unit

Mr. Pavel Uhlík is the Head of the Unit.  

The Unit coordinates the preparations at the organizational & logistical level, manages the Central Register of all persons involved in the preparation of CZ PRES 2022, and provides training for these employees.  

The coordination takes place within the Central Organizational Group for the Preparation of the Presidency which was established in 2020 and consists of representatives of central state administration bodies and other institutions involved in the preparation of CZ PRES 2022 (Czech National Bank, Police of the Czech Republic, General Directorate of the Fire and Rescue Service of the Czech Republic, City of Prague, Vaclav Havel Airport).  

The Unit ensures the coordination of organizational, logistical, security, protocolar, and financial aspects related to the events that take place during the Presidency in the Czech Republic. Those are high-level events (summit of Heads of States and Government or informal ministerial Councils), lower working level events, and professional conferences. In total, around 250 events will take place during the six-month Presidency. The organization of these events comprises the provision of conference facilities, including technical support, catering, accommodation, hostesses, transport, accreditation of participants, security, gifts and protocolar requirements, interpretation, providing delegations with the so-called liaison officers, and the accompanying programme. In this context, the Unit prepares, in cooperation with the Public Procurement Unit, calls for tenders for the provision of these services.  

In cooperation with the Permanent Representation of the Czech Republic to the EU and the General Secretariat of the Council, the Unit also prepares an official calendar of events that will take place in the Czech Republic and Brussels.  

The Unit also manages the Central Registry of all employees participating in CZ PRES 2022 and coordinates training events in accordance with the Conception Paper on Training of Employees participating in CZ PRES 2022.  

The Unit ensures communication with the representatives of the General Secretariat of the Council of the EU, the Permanent Representation of the Czech Republic to the EU, arranges meetings of the Central Organizing Group of the Presidency, and other coordination and expert teams established in connection with the preparation of the Presidency.  

Czech Presidency of the Council of the EU Communications Unit

The Communications Unit of the Czech Presidency of the Council of the EU is responsible for coordinating the preparations of CZ PRES 2022 at the communication, programme, and cultural level.

The Unit communicates activities related to CZ PRES 2022 to the public, in line with the CZ PRES Communication Concept Paper. It is responsible for creating the content of the official CZ PRES website and of the social media profiles, administration of the process of granting auspices, and implementation of communication strategy. The coordination of communication activities takes place within the Strategic Communication Group.

Other activities include drafting the CZ PRES 2022 programme and the coordination of programme priorities in cooperation with central state administration bodies and with the European Policy Coordination Department. This coordination takes place within the Committee for the EU.

In terms of programme, the Unit is also responsible for communication with representatives of the other states of the Presidency Trio (France, Sweden) regarding the preparation of a joint 18-month programme.

The Unit also organizes and arranges for Presidency cultural and accompanying events, which will take place in Prague and Brussels. These are primarily the official opening and closing events of CZ PRES 2022 and other accompanying events (exhibitions in EU institutions, participation in music or movie festivals, and other cultural events).
