EU Applied Policies Department

The EU Applied Policies Department was established at the beginning of 2020. It partially succeeds the former EU Economic Policy Coordination Department, which covered a broader scope of policies. 

The EU Applied Policies Department manages initiatives in the field of Artificial Intelligence and the European Data Economy. Furthermore, the Department is also responsible for the coordination of the European digital agenda within the state administration in line with the priorities set by the Government of the Czech Republic. Likewise, the Department coordinates national positions on horizontal topics and initiatives linked to the Digital Single Market and their promotion on the European level. The Department is tasked with conducting consultations in this field. In cooperation with the Ministry of Regional Development, the Department ensures the coordination of national positions on cohesion policy, drafting of materials and expert inputs for the Secretary of the European Structural and Investment Funds (ESIF) Council, a position held by the State Secretary for European Affairs. The Department is furthermore responsible for the preparatory work and administration of the applications for project grants within the framework of ESIF Operational Programmes. Last but not least, the Department manages agendas related to the coordination of economic policies - the European Semester and National Reform Programme. The Department is responsible for national activities within the framework of the Structural Reform Support Programme (SRSP) of the European Commission. 

As for dossiers within its scope, the Department formulates national positions (framework positions), drafts documents for national representatives in the EU institutions (instructions for national representatives at working groups and COREPER or mandates for Council meetings). The Department drafts key documents for the State Secretary for European Affairs and the Prime Minister and organizes thematic round tables, seminars or conferences for stakeholders.

The EU Applied Policies Department is composed of three units:

  • The European Digital Agenda Unit
  • The European Programmes and Funds Unit 
  • The EU Economic Policies Unit

 

The European Digital Agenda Unit

The Unit coordinates policies within the European Digital Single Market and is responsible for initiatives in the field of Artificial Intelligence and European data economy. Besides that, the Unit is in charge of the implementation of the “Czechia in Digital Europe” pillar of the national strategy Digital Czechia. To this end the Unit is responsible for outward facing communication on current trends in the European digital agenda and digital agenda, particularly by means of online activities, leveraging social networks and web presentations. The Unit organizes events such as round tables and conferences on topics linked to the European digital agenda and monitors activities of the private sector and the public administration as regards the awareness and educational projects linked to digital affairs.

The European Programmes and Funds Unit

In cooperation with the National Coordination Authority (Ministry of Regional Development), this Unit manages Czech positions in the field of Cohesion Policy and other European programmes. Together with the Ministry of Regional Development, the Unit is also responsible for the implementation, monitoring and evaluation of the Partnership Agreement. The Unit analyses the impact of the European Structural and Investment Funds (ESIF) on the Europe 2020 Strategy and European Semester objectives, and oversees the coordination of the operational programmes settings and the effective implementation of the ESIF. Furthermore, the Unit connects and supports activities of the National Contact Points of the programmes under the direct management of the EU, and helps to ensure their implementation in the Czech environment. Moreover, the Unit itself is a National Contact Point for the “Europe for Citizens” programme. Activities related to this task include preparation, administration and management of operational grants.

The Head of the European Programmes and Funds Unit is Mr. Pavel Hradecký.

 

The EU Economic Policies Unit

The Unit is responsible for the preparation and the monitoring of the implementation of the National Reform Program. The Unit also coordinates the Czech Republic's involvement in the Europe 2020 Strategy and the European Semester. As part of this activity, the Unit prepares expert opinions, instructions and framework positions, used by the Office of the Government or by representatives of ministries and other central administrative authorities for negotiations within the EU institutions and bodies. Furthermore, the Unit is a national Managing Authority for the Structural Reform Support Program run by the European Commission.

Within the Office of the Government the Unit participates in the formulation, coordination and implementation of the Czech Republic's economic and financial policy towards the EU and in the preparation of mandates, instructions and positions for the European Council and the General Affairs Council in the field of economic and financial policy. In particular, the Unit monitors and coordinates initiatives and proposals on the Economic and Monetary Union, the Banking Union and the Euro Area and initiatives and proposals under the European Pillar of Social Rights.

Finally, on behalf of the Office of the Government, the Unit is the focal point for the implementation of the UN Sustainable Development Goals; and also serves as editor of the Office of the Government's entries into the National Strategy Database.
